A state built around bases and harbors
Washington has an enormous military presence, concentrated around JBLM and the Puget Sound naval installations. That gives VA construction lending a large audience here.
Joint Base Lewis-McChord
Tacoma
The largest military base on the West Coast by population. McChord Field in Lakewood, part of JBLM, flies C-17 airlift.
Naval Base Kitsap
Bremerton and Silverdale
Bangor's Trident submarines and Bremerton's aircraft carriers make Kitsap a strong Navy market.
Naval Station Everett
Everett
An aircraft carrier home port north of Seattle.
Whidbey Island NAS
Oak Harbor
EA-18G Growler electronic warfare squadrons on an island with its own small market.
Fairchild AFB
Spokane
A KC-135 tanker wing and the SERE school, on the more affordable east side of the state.
Strong comps do not fix an expensive build
The Seattle-Tacoma metro has strong comps, and builders still manage to price themselves past them. Build costs there are very high, and the appraisal has to support all of it: the lot, the construction, the contingency, accrued interest and the funding fee. That combined Total Acquisition Cost is where Puget Sound deals usually break. Plenty of sales exist. The trouble is the gap between what a custom build costs and what similar homes nearby sell for.
Spokane flips that problem. It is far more affordable and has reasonable comp support, so a modest plan near Fairchild often pencils out more easily than a similar plan near JBLM. Run both scenarios in the cost estimator if you have any flexibility on where you settle.
Six regions, six different conversations
Seattle, Tacoma and the JBLM area
A massive military market with strong comps but expensive builds. Budget discipline matters more than comp availability.
Bremerton and the Kitsap Peninsula
Navy-driven with moderate comps. Commuting sailors keep demand steady.
Spokane and the Fairchild AFB area
Affordable with moderate comps. Often the friendliest math in the state.
Olympia
The state capital, with a moderate market south of JBLM.
Oak Harbor and Whidbey Island
An island market, limited but unique. The appraiser may have few true matches to work with.
Vancouver
Portland's Washington suburbs are growing at moderate prices.
Dry funding and community property
Washington closings run through escrow companies or limited practice officers, and under general state practice Washington is a dry-funding state. Documents sign and record first, and funds disburse a few days later. Ask your lender how that lag affects the date your builder can start and when the first draw goes out.
Washington is also a community-property state. Both spouses generally must join to encumber community real estate (RCW 26.16.030), unless the property is separate and quitclaimed. Married borrowers should plan on two signatures and let the title underwriter confirm. Foreclosure is non-judicial, prepayment penalties are banned on most loans with some ARMs excepted, and recording surcharges rose in mid-2025, so verify fees by county.
The VA rules, and why we are not your lender here
VA's version of construction lending wraps land, building and the permanent mortgage into one loan closed once. An eligible veteran with full entitlement can put nothing down. The builder must register with VA and hold a builder ID. VA's appraiser works from plans and specs plus VA Form 26-1852 and issues a Notice of Value, and draws are paid in stages after inspections. At zero down the funding fee is 2.15% on first use or 3.3% on subsequent use, and VA disability compensation exempts you from it. Lenders commonly look for about a 660 credit score. The appraisal guide explains the comp risk in more depth.

Washington VA OTC questions
Why do VA construction loans near JBLM struggle if Seattle-Tacoma comps are strong?
Comps are strong, but build costs are very high. The finished home must appraise for the full Total Acquisition Cost, including lot, construction, contingency, accrued interest and funding fee. When a custom build costs more than similar nearby homes sell for, the appraisal falls short even in a deep market.
Is Spokane a better bet than Puget Sound for a VA One-Time Close?
Often the math is easier. Spokane is far more affordable and has reasonable comp support, with Fairchild AFB nearby. A modest plan there may pencil out more easily than a similar plan in the Seattle-Tacoma area. Compare both with a cost estimate if you have flexibility.
Will my spouse need to sign in Washington even if they are not on the loan?
Generally, yes. Washington is a community-property state, and both spouses generally must join to encumber community real estate under RCW 26.16.030, unless the property is separate and quitclaimed. Your title underwriter confirms how it applies to you.
What does dry funding mean for my Washington construction closing?
Washington is a dry-funding state, so documents sign and record first and funds disburse a few days later. That lag can push back when your builder starts and when the first draw is paid. Ask your lender and escrow officer for a realistic timeline.
Can Home Loans Inc handle my VA construction loan in Washington?
No. Home Loans Inc is not licensed in Washington and cannot take an application for a Washington property. Use this site to learn the loan, then work with a Washington-licensed lender with One-Time Close experience and a VA-registered builder.
