Arkansas VA Construction Loans: One Closing, Real Comps

Arkansas has a sleeper market in the northwest, a steady middle around Little Rock, and a lot of rural land where comps disappear. Where you build decides whether a VA One-Time Close works.

A tale of two lots

Picture two veterans near Little Rock AFB, both planning to build with a VA One-Time Close. The first buys a lot in a growing subdivision outside Jacksonville, where new homes have sold recently. The second finds cheap acreage an hour out, with the nearest new build sale years old and miles away. Same loan program, same builder, same floor plan. Very different odds.

The reason is the appraisal. VA appraises a construction loan from plans and specs, including VA Form 26-1852, and issues a Notice of Value. The finished house must come in at or above the Total Acquisition Cost, which stacks the lot price, the build contract, a contingency, interest accrued during construction and the funding fee. The first veteran has sales nearby to support that figure. The second may not, and cheap land does not fix a missing comp.

Where Arkansas comps hold up

Northwest Arkansas: Fayetteville and Bentonville

This is the sleeper. The region is booming, driven by the Walmart, Tyson and JB Hunt headquarters, and new construction is active. Strong comps make it one of the friendlier places in the state for a VA build.

Little Rock and Central Arkansas

The largest metro, with moderate comps. It is the most OTC-viable part of the state and the natural market for anyone stationed at Little Rock AFB in Jacksonville.

Fort Smith

A smaller, affordable market near the Fort Chaffee Maneuver Training Center. New-construction comps are limited, so keep the plan close to what the area actually sells.

Jonesboro and Northeast Arkansas

Small, with thin comps at construction price points. Proceed only after a lender or appraiser has looked hard at what supports your number.

The military footprint

Little Rock AFB in Jacksonville is home to the 19th Airlift Wing and C-130 training, and it anchors most VA demand in central Arkansas. Fort Chaffee Maneuver Training Center outside Fort Smith is a National Guard training site, so many of the veterans building nearby are Guard members or retirees. Pine Bluff Arsenal handles chemical defense and smoke and obscurant production, and Pine Bluff itself is a market where you should check comp depth before committing to land.

If you are still deciding between a lot you already own and one bundled with the build, our land page explains how each path is treated. For the appraisal side, the appraisal guide shows what happens when the Notice of Value lands short.

Arkansas closing notes worth knowing

Arkansas is a title and escrow state with wet funding, meaning money is wired at signing. A spouse joins the deed of trust to release dower, curtesy and homestead rights under ACA 18-12-403, so plan for both of you at the table. Arkansas has no mortgage or transfer tax, and title insurance is open-market here, so shopping title can save real money. Remote online notarization is generally available.

On the loan itself: eligible veterans with full entitlement can build with zero down. The funding fee at zero down runs 2.15% for first use and 3.3% after that, waived for veterans receiving VA disability compensation. Your builder has to be VA-registered with a VA builder ID, draws pay out in stages after inspections, and many lenders look for a credit score around 660.

Where Home Loans Inc fits, and where it does not

Home Loans Inc is not licensed in Arkansas, and we cannot take an Arkansas application. We built this page so you can understand the product before you talk to anyone. When you interview an Arkansas-licensed lender, ask how many VA One-Time Close loans they have closed in your region, how they size the contingency, and what happens if the build runs long. Their answers will tell you more than any rate quote.

Arkansas VA OTC questions

Is Northwest Arkansas a good place to build with a VA One-Time Close?

Often, yes. Fayetteville and Bentonville are growing fast, with active new construction tied to the Walmart, Tyson and JB Hunt headquarters. Strong comps make it more likely the finished home appraises for the Total Acquisition Cost, though each lot and plan still needs its own check.

Does my spouse have to sign the deed of trust in Arkansas?

Yes. In Arkansas the spouse joins the deed of trust to release dower, curtesy and homestead rights under ACA 18-12-403. Plan for both spouses to attend closing or arrange signing ahead of time with the title company your Arkansas-licensed lender uses.

Can I save money on title insurance for an Arkansas build?

Possibly. Arkansas title insurance is open-market, which means rates are not fixed statewide and are worth shopping. There is also no mortgage or transfer tax, so recording fees are the main government charge. Compare a few title providers before you close.

Why would cheap rural land near Jonesboro be a problem?

Because the VA appraisal needs comparable sales to support the full cost of the finished home. Jonesboro and much of rural Arkansas have thin comps at construction price points. Inexpensive land lowers your total, but without nearby new-build sales, the appraisal may still fall short.

Will Home Loans Inc handle my VA construction loan in Arkansas?

No. Home Loans Inc holds no Arkansas license and cannot take your application. Read this as background, then choose a VA construction lender licensed in Arkansas who can explain their draw schedule, builder requirements and contingency policy.
