Appraisal Came In Low On Your VA Build? Here's What The Notice Of Value Actually Controls
If you're reading this, chances are your appraisal already landed and the number wasn't what you expected. Let's skip the basics and get straight into what the Notice of Value actually controls, and what your real options are from here.
The Ceiling, Not The Contract, Wins
Here's the rule that trips up even experienced VA borrowers: the lender funds the lower of your total cost or the appraised value, never more. Your build contract price is not what determines your loan amount. The Notice of Value is. If those two numbers diverge, the appraisal wins every time, and the loan amount follows the NOV, not the invoice from your builder.
A situation that comes up often looks like this: a veteran buyer, we'll call her Scarlett, has a build contract at one price. The Notice of Value comes back lower. Nothing in the VA loan process bridges that gap automatically. It becomes cash due from the borrower at closing.
Why This Catches Build Buyers Especially Hard
Existing-home purchases usually have room to renegotiate with a seller if the appraisal comes in low. Build contracts are trickier. Builders often have less flexibility on price, especially mid-construction, and change orders or upgrades along the way can push your total cost further from the original appraised estimate. That's exactly why comparing your NOV against your actual, current contract price the moment it arrives matters more for a build than almost any other purchase type.
Your Three Real Options When There's A Gap
Once you know the shortfall number, you're choosing between three paths. First, renegotiate the price with the builder or seller to bring the contract closer to the appraised value. Second, challenge the appraisal itself, but only if you have legitimate comparable sales data that supports a higher number, not just a hope that it's wrong. Third, and most common, plan to bring the difference in cash to closing. None of these are quick fixes if you wait until the week before closing to start.
The One Move That Prevents The Scramble
Pull your Notice of Value the day it's issued and lay it next to your contract, line by line, including any change orders. Don't rely on someone else to flag the mismatch. The earlier you know your real number, the more leverage you have to fix it on your terms instead of the closing timeline's terms.
Working This Locally
In the Charleston area, this is a conversation I have with veteran buyers as soon as the appraisal comes back, precisely so a low NOV doesn't turn into a closing-week emergency.
