North Dakota VA One-Time Close Construction Loans
Severe winters stretch North Dakota build schedules, and every extra month adds interest to what the finished home must appraise for. Here is how Fargo, Bismarck, Grand Forks and Minot compare.

Winter is a line item in North Dakota
Severe North Dakota winters extend build timelines significantly. That one fact touches every part of a VA One-Time Close loan, so it is where we start.
During construction, money is released in draws after inspections, and interest accrues on the funds drawn while the house goes up. A build that stretches through a hard winter carries interest longer. That accrued interest is part of the Total Acquisition Cost, alongside the lot, the build contract, the contingency and the funding fee, and the finished home has to appraise for that whole number. A slow build is not just an inconvenience, it can widen the gap between cost and value. Our draws and interest page explains how this adds up, and it is worth reading before you choose a start date.
Ask any builder you interview how they schedule around winter, and make sure the contingency in your budget is realistic rather than optimistic.
North Dakota's installations
Minot AFB
Minot
A B-52 and Minuteman III ICBM wing in a small city whose market moves with oil prices and military assignments.
Grand Forks AFB
Grand Forks
RQ-4 Global Hawk and space operations near a university town.
Camp Grafton
Devils Lake
North Dakota National Guard training.
Four cities and a lot of open land
North Dakota is extremely rural outside a handful of small cities, and that is where comps run out. If the goal is a construction loan that appraises cleanly, the city you choose matters more than the acreage you can afford.
Fargo
The largest city and the strongest comp market in the state. The safest place for a VA OTC appraisal.
Bismarck
The state capital, with a moderate market.
Grand Forks
A university and military town with moderate comps, close to the base.
Minot / Minot AFB
A small military city where comps have been shaped by oil booms and busts. Values can shift with the cycle, so lean conservative on design and price.
Before you buy rural land, check whether there are recent sales of similar homes nearby. Our land page covers what to look at.
Title, attorneys and signatures
A title or escrow company closes the loan in North Dakota, but a licensed attorney must examine and certify title. That is an extra step to schedule, not a reason to worry. North Dakota is a wet-funding state.
If you are married and the property will be your homestead, both spouses generally must join the security instrument. A non-borrowing spouse signs the mortgage without joining the note. North Dakota has no state mortgage tax, only standard recording fees. The state uses judicial foreclosure.
The VA side, plus who can actually lend
Zero down is available to eligible veterans with full entitlement. Your builder needs VA registration and a VA builder ID. The appraisal comes from plans, specs and VA Form 26-1852 and results in a Notice of Value. Many lenders want around a 660 credit score for OTC. The funding fee runs 2.15% first use or 3.3% subsequent use at zero down, and veterans receiving VA disability compensation are exempt.

North Dakota VA OTC questions
How do North Dakota winters affect a VA One-Time Close loan?
Severe winters can extend build timelines significantly. Interest accrues on drawn funds during construction, and that accrued interest is part of the total acquisition cost the finished home must appraise for. A longer build can widen the gap between cost and value, so budget a realistic contingency.
Is Minot a stable market for a VA construction appraisal?
Minot is a small military city where comps have been influenced by oil booms and busts, and the market moves with oil prices and military assignments. That makes valuations less predictable. Conservative design and pricing give a build there the best chance to appraise.
Why does an attorney certify title if a title company closes in North Dakota?
North Dakota lets a title or escrow company close the loan, but a licensed attorney must examine and certify title. It is an added step to schedule, and your lender or title company will usually coordinate it. The state is a wet-funding state.
Can Home Loans Inc do a VA OTC loan for my North Dakota build?
No. Home Loans Inc is not licensed in North Dakota and cannot take the application. Treat this page as education and shop North Dakota-licensed lenders who have closed One-Time Close loans and understand winter construction schedules.
