Missouri VA One-Time Close Loans: Two Bases, Two Very Different Markets
Fort Leonard Wood sits in the rural Ozarks and Whiteman AFB sits outside Knob Noster. Missouri's big metros tell a different story, and the appraisal follows the comps.

A tale of two installations
Missouri's military buyers mostly come from two places. Fort Leonard Wood, near Waynesville, runs the Army's Engineer, Military Police and CBRN schools. Whiteman AFB, near Knob Noster, is home to the B-2 Spirit stealth bomber wing. Both produce veterans and service members who would rather build a house than buy an old one. They face different appraisal odds.
Fort Leonard Wood sits in the rural Ozarks, where comps above moderate price points are very thin. Waynesville is a small military town with thin comps. That does not rule out a VA one-time close, but it does mean a big custom plan is likely to appraise below what it costs. Whiteman buyers should ask a lender early which sales the appraiser will draw on, because Knob Noster is not a big-metro market either.

Missouri metros and mid-size markets
Kansas City metro, Missouri side
A strong market with good comps. One of the two most reliable places in the state for a new-build appraisal.
St. Louis metro
A large market with a wide comp range. Location inside the metro matters, so check sales near your lot.
Springfield
Growing and affordable. A good fit for a sensible plan that matches local sales.
Columbia
A university town with moderate comps.
How the appraisal and the money work
A VA one-time close puts the land, construction and permanent mortgage into one loan with one closing, with zero down for an eligible veteran with full entitlement. Before construction, the VA appraiser values the home from plans and specs and VA Form 26-1852 and issues a Notice of Value. The finished home has to appraise for the Total Acquisition Cost, which adds up the lot, the build, the contingency, the accrued interest and the funding fee. In the Ozarks, that sum can outrun the comps quickly. The appraisal guide explains what to do about a gap.
The funding fee is 2.15 percent for first use and 3.3 percent for subsequent use at zero down, and it is waived if you receive VA disability compensation. Builders are paid in draws after inspections, so interest builds during construction. Many lenders want around a 660 credit score. Your builder must be VA-registered with a VA builder ID.
Missouri closing notes
Missouri closings are handled by a title or escrow company, with no attorney required. Missouri caps origination at one percent on first mortgages, one of the strictest such limits, which is worth knowing when you compare lender fees. In practice a non-borrowing spouse signs the deed of trust or a marital-rights waiver, because inchoate marital rights can attach to the home, so plan for your spouse to be involved. Missouri does not impose a mortgage recording tax, and foreclosure is non-judicial. Start your numbers with the cost estimator.
Picking the lot when your orders say Waynesville
If your duty station is Fort Leonard Wood, you have two honest paths. The first is to build in or near Waynesville and keep the house sized to the local market, with standard finishes and a plan that resembles homes that have already sold there. The second is to accept a longer drive and look toward a town with a deeper sales record, such as Springfield, which is growing and affordable. What does not work well is a large, high-end custom home on remote Ozark land, because the appraiser simply may not find enough comparable sales to support it. Whiteman families face a softer version of the same choice. Either way, check your eligibility at do you qualify before you shop land.
Missouri VA OTC questions
Why is a VA one-time close harder near Fort Leonard Wood?
Fort Leonard Wood sits in the rural Ozarks, and Waynesville is a small military town with thin comps. Above moderate price points, comparable sales are very thin, so a larger custom home can appraise below its Total Acquisition Cost. Keep plans modest and get a lender opinion before buying land.
Does Missouri limit what a lender can charge in origination?
Yes. Missouri caps origination at one percent on first mortgages, one of the strictest such limits. That is useful when you compare loan estimates from Missouri-licensed lenders for a VA one-time close, so ask each one to show origination clearly.
Will my wife or husband have to sign the Missouri deed of trust?
In practice, yes. Inchoate marital rights can attach to the home in Missouri, so a non-borrowing spouse typically signs the deed of trust or a marital-rights waiver. Ask your title company what they will need at closing.
Where in Missouri do VA construction appraisals usually go smoothest?
The Kansas City metro on the Missouri side and the St. Louis metro have strong comp support. Springfield is growing and affordable, and Columbia is moderate. Rural areas, especially in the Ozarks, are the hardest.
