VA One-Time Close Loans for Maryland's Military Community

Maryland has one of the densest military and intelligence footprints in the country, and some of the highest build costs. That combination shapes every VA one-time close here.

Eight installations, one expensive state

Maryland's VA buyers come from all over the defense world. Before we get into dollars, here is who is building and where.

Joint Base Andrews

Camp Springs

Home of Air Force One and the 89th Airlift Wing.

Aberdeen Proving Ground

Aberdeen

Army research and testing in Harford County.

NAS Patuxent River

Lexington Park

Naval aviation testing in Southern Maryland.

NSF Indian Head

Indian Head

Energetics and explosive ordnance disposal work.

US Naval Academy

Annapolis

The service academy, with faculty and staff who may want to build.

Fort Detrick

Frederick

Biological defense research in a growing DC exurb.

Walter Reed

Bethesda

The National Military Medical Center, in the expensive DC suburbs.

The high-cost problem, explained

In the DC suburb and Fort Meade corridors, comp support is strong, but build costs are very high. That is the central tension of a Maryland VA one-time close. The finished home must appraise for the Total Acquisition Cost, which includes the lot, the build, the contingency, the accrued interest and the funding fee. When land and labor are expensive, that total climbs, and the appraisal has to climb with it.

The appraisal is done before construction from plans and specs, using VA Form 26-1852, and results in a Notice of Value. Strong comps at high price points help, but they do not guarantee your specific plan will match its cost. Run your numbers with the cost estimator and read the appraisal guide before you commit to a lot in Montgomery or Prince George's.

Maryland region notes

DC suburbs, PG and Montgomery counties

Very expensive, with strong comps at high price points. The numbers can work, but there is little room for a cost overrun.

Anne Arundel County

The Fort Meade area is a strong military-adjacent market and one of the better places to make the math line up.

Baltimore metro

A strong market with a wide comp range, so location within the metro matters a great deal.

Harford County

The Aberdeen area is moderate and growing.

Frederick

A growing DC exurb with moderate comps, near Fort Detrick.

Southern Maryland

Around Pax River, building is more affordable, but comps thin out in St. Mary's and Calvert counties. Keep the plan modest there.

Settlement, recordation and signatures

Maryland settlements are handled by title or settlement agents; only deed and mortgage preparation carries an attorney limit. The state charges county recordation tax, roughly five to twelve dollars per thousand. Our notes on refinancing say a same-borrower refinance is generally exempt up to the unpaid principal balance, with a certification, so the tax applies only to new money. Ask your settlement agent how recordation applies to your construction closing, because it can be a real line item. Maryland also bans prepayment penalties on first-lien residential loans, and foreclosure is quasi-judicial. A non-titled spouse generally does not need to sign, since dower and curtesy were abolished and there is no homestead-signing rule.

At zero down the funding fee is 2.15 percent on first use and 3.3 percent after, waived with VA disability compensation. Your builder must hold a VA builder ID; see builder approval.

An Andrews or Annapolis family weighing the options

Picture a couple assigned to Joint Base Andrews, or an instructor at the Naval Academy, deciding between the close-in suburbs and somewhere farther out. Closer in, the comps are deep but every square foot costs more, so the Total Acquisition Cost runs high and the margin for a change order is thin. Farther south toward Pax River, the build is cheaper but the appraiser has fewer matching sales. Neither is wrong. The right answer is whichever lot lets a modest, well-specified plan appraise at its full cost, with a contingency you can actually live with. Draws are released in stages after inspections, and interest accrues the whole time, so a longer commute paired with a faster, simpler build can be the better trade.

Maryland VA OTC questions

Can a Fort Meade employee realistically build in Anne Arundel County with a VA OTC loan?

It can work. Anne Arundel County around Fort Meade is a strong military-adjacent market, which helps the appraisal. The challenge is Maryland's high build costs, so the plan has to appraise for the full Total Acquisition Cost. Run the numbers early with a Maryland-licensed lender.

Why might a Pax River build be cheaper but riskier?

Southern Maryland around Pax River is more affordable to build in, but comps thin out in St. Mary's and Calvert counties. With fewer similar sales, the VA appraiser may struggle to support a new custom home's cost, so keep the plan close to what local homes have sold for.

Will Maryland recordation tax hit my construction loan?

Maryland charges county recordation tax of roughly five to twelve dollars per thousand. A later refinance by the same borrower is generally exempt up to the unpaid principal, so the tax applies to new money. Ask your settlement agent exactly how it applies to your construction closing.
