Indiana VA One-Time Close Construction Loans

Indiana is an affordable place to build, and that helps. But affordable land is not the same as comp support, and outside the metros the appraisal is what decides whether a VA build closes.

A Guard family runs the numbers

Say you drill at Camp Atterbury, the National Guard training center in Edinburgh, and you want to build instead of buy. You have full VA entitlement, so a VA One-Time Close lets you finance the land, the construction and the permanent loan together, with one closing and zero down. You find a builder, pick a plan and price a lot. Then the real question arrives: will the finished house appraise?

VA answers that from your plans and specs, including VA Form 26-1852, and issues a Notice of Value. The home has to come in at or above the Total Acquisition Cost. Think of it as everything the project costs you: land, construction contract, a contingency, interest accrued while draws fund the work, and the VA funding fee. If the comps near your lot support that total, you move forward. If they do not, you either shrink the plan, change the lot, or bring cash.

Where the comps are in Indiana

Indianapolis metro

The strongest market in the state, with good new-construction comps. If you have flexibility on location, this is where a VA build is most likely to appraise cleanly.

Fort Wayne

Affordable, with moderate comps. Realistic for a well-sized plan.

South Bend and Elkhart

A manufacturing region with a moderate market. Check how many recent new builds sit near your lot.

Evansville

Smaller and affordable. Comps exist but may be fewer at new-construction price points.

Bloomington

A university town. Ask the lender how campus-driven sales affect comps for a family home.

The installations and the rural question

Indiana's military footprint is spread out. Grissom ARB near Peru hosts Air Force Reserve KC-135 tankers. Naval Surface Warfare Center Crane works on weapons and technology. Camp Atterbury in Edinburgh trains National Guard units. None of them sits in the middle of a big metro, which is exactly why veterans tied to them should understand the rural comp issue.

Indiana overall is affordable for construction, but rural areas beyond the metros have limited comp support at new-construction price points. Cheap acreage can lower your total, yet still leave the appraiser without enough similar sales to support it. Look at the qualification check to confirm eligibility, then compare a metro lot against a rural one before committing.

Builders, draws and the fee

Your builder must be VA-registered with a VA builder ID. Payment happens through staged draws, each released after an inspection, so a builder who expects big upfront deposits may not be a fit. Our builder approval page walks through what to ask, and the draws and interest page shows how interest builds during the project.

At zero down, the VA funding fee is 2.15% the first time you use the benefit and 3.3% after that. Veterans receiving VA disability compensation are exempt. Many lenders also look for a credit score of about 660 on this loan.

How Indiana closings work, and our role

Indiana transactions are typically closed by a title or escrow company, with an attorney optional, and Indiana is a wet-funding state. A non-titled spouse generally does not need to sign, since dower and curtesy were abolished, though title vesting still controls who signs. There is no mortgage recording tax, just county recording fees, and remote online notarization is generally available.

Home Loans Inc is not licensed in Indiana and cannot take an Indiana application. We put this together so you understand the product before you shop. Interview Indiana-licensed VA construction lenders, ask how many builds they have closed in your county, and ask how they handle a Notice of Value that comes in short.

Indiana VA OTC questions

Is Indianapolis the safest place in Indiana for a VA construction loan?

It has the strongest comp support in the state, with good new-construction comps, so a finished home there is more likely to appraise for the full Total Acquisition Cost. Fort Wayne and South Bend are moderate markets, while rural areas have limited comps at new-build prices.

I serve at Camp Atterbury. Can I build on rural land nearby with a VA loan?

Possibly, but rural Indiana has limited comp support at new-construction price points. The VA appraisal must support land, build, contingency, accrued interest and the funding fee combined. Cheap land helps the total, but without similar recent sales nearby the appraisal can still come up short.

Does an Indiana title company close a VA construction loan, or do I need an attorney?

Indiana transactions are typically closed by a title or escrow company, and an attorney is optional. Indiana is a wet-funding state. A non-titled spouse generally does not sign, though how title is vested still determines who must sign at closing.
