Illinois VA One-Time Close Construction Loans

Illinois has three military anchors in three very different housing markets. For a VA build, the Scott AFB side of the state usually has the friendliest numbers, while Chicagoland trades strong comps for high construction costs.

Pick your base, then your math

Most state guides walk you around a map. In Illinois it is more useful to start with where you serve or served, because each installation drops you into a completely different construction market. The VA One-Time Close works the same in all of them: one loan, one closing, covering the land, the build and the permanent mortgage, with zero down for eligible veterans who have full entitlement. What changes is whether the finished home can appraise for what it costs.

Scott AFB and the Metro East

Scott AFB in Belleville, part of the St. Louis metro, is home to US Transportation Command and Air Mobility Command. The Metro East suburbs around it are affordable, with land that does not break the budget and moderate build costs. It is the most military-relevant VA One-Time Close market in the state, and a solid place to start if you are deciding where in Illinois to build.

If you are buying a lot here, read our land guide first so you understand how the lot price rolls into the loan and into the total the appraisal must reach.

Rock Island Arsenal and the Quad Cities

Rock Island Arsenal handles Army manufacturing and logistics, and the Quad Cities market around it is moderate. That usually means a reasonable plan can find comp support, but an oversized custom build may outrun local sales. Keep the specs grounded in what has actually sold nearby.

Naval Station Great Lakes and Chicagoland

Naval Station Great Lakes in North Chicago runs the Navy boot camp and is the largest military installation in Illinois. It sits in the Chicago metro, a massive market with strong comps but high build costs. The comps can usually be found. The question is whether the build price, plus everything else, stays inside what they support.

Elsewhere in the state, Springfield and Champaign-Urbana are moderate markets, the first as the state capital and the second as a university town. Central and southern Illinois turn rural and thin quickly, so a build on open land far from town deserves a careful comp review before any money changes hands.

The appraisal test every Illinois build faces

VA appraises a construction loan from the plans and specs, including VA Form 26-1852, the description of materials, and then issues a Notice of Value. The completed home must appraise for the Total Acquisition Cost, which combines the land, the builder's price, a contingency, the interest that accrues during construction, and the VA funding fee. At zero down that fee is 2.15% for first use and 3.3% for subsequent use, and it is waived for veterans receiving VA disability compensation.

Your builder must be VA-registered with a VA builder ID, draws are paid in stages after inspections, and many lenders want a credit score around 660. Run the numbers with the cost estimator, and check the FAQ for the questions people ask most.

Closing in Illinois, and who can help

Title companies legally close transactions in Illinois, and the state wet funds. If the home will be your homestead, plan on your spouse signing under 735 ILCS 5/12-904. Illinois transfer tax is deed-based, which can matter when a lot changes hands, and remote online notarization is generally available. Foreclosure in Illinois is judicial.

Illinois VA OTC questions

Where in Illinois is a VA One-Time Close most realistic?

The Metro East suburbs around Scott AFB are usually the most realistic, with affordable land and moderate build costs. The Quad Cities and Springfield are moderate markets. Chicagoland has strong comps but high construction costs, and rural central and southern Illinois can get thin quickly.

Is building near Naval Station Great Lakes realistic with a VA loan?

It can be, but the Chicago metro has high build costs. Comps are strong, so the question is whether your land, build price, contingency, accrued interest and funding fee together stay within what nearby sales support. A disciplined plan has a better shot at appraising.

Does a spouse have to sign on an Illinois homestead?

Generally yes. Illinois homestead law, 735 ILCS 5/12-904, means a spouse typically signs when the property is a homestead. Confirm exact requirements with the title company and your Illinois-licensed lender, since how title is vested and the type of transaction can affect who signs.

Will Home Loans Inc process my Illinois VA construction loan?

No. Home Loans Inc is not licensed in Illinois and cannot accept an application there. This page is educational. Take it with you when you interview Illinois-licensed VA construction lenders about their builder approval process and staged draws.
