Idaho VA One-Time Close: Boise Versus Everywhere Else

Boise is booming and has the new-construction comps to back a VA build. Head toward Mountain Home, Twin Falls or the north and the picture changes, sometimes quickly.

Same state, very different comps

Mountain Home AFB, home of the 366th Fighter Wing and its F-15E Strike Eagles, anchors a lot of VA demand in southwest Idaho, and veterans tied to the base often weigh building near Mountain Home against building in the Boise metro. For a VA One-Time Close, that choice often decides whether the appraisal works.

Boise is the fastest-growing metro in the region, with strong new-construction comps. Mountain Home is a small military town where comps thin out once you climb above moderate prices. A plan that appraises comfortably in a Boise suburb can come back short in Mountain Home, simply because there are not enough similar new homes nearby to support the number. Neither answer is wrong. The point is to decide with the comp picture in front of you, not after you have paid for plans, a survey and a lot that cannot carry the house you drew on it.

What the number has to be

A VA One-Time Close combines your land, the construction financing and the permanent mortgage into one loan and one closing. VA appraises it from plans and specs, using VA Form 26-1852 for the description of materials, and issues a Notice of Value. The finished home must appraise for the Total Acquisition Cost: the land, the build price, a contingency, interest accrued over the build, and the funding fee.

Eligible veterans with full entitlement can do this with zero down. At zero down, the funding fee is 2.15% on first use and 3.3% on subsequent use, and veterans receiving VA disability compensation are exempt. Many lenders want around a 660 credit score for this loan. Not sure you clear the bar? Start with the qualification check.

Idaho, region by region

Boise metro

Strong new-construction comps and steady growth. Gowen Field, home to the Idaho Air National Guard and its A-10s, is here too, so Guard members have a deep local market to work with.

Mountain Home

Limited comps above moderate prices. Keep the plan modest or expect the appraisal to be the hard part.

Idaho Falls

Growing and moderate. Reasonable for a sensible plan, but verify recent new-build sales near your lot.

Coeur d'Alene and North Idaho

Expensive and resort-influenced, though growing. Resort pricing can inflate land without producing comparable primary-home sales.

Twin Falls

Small and agricultural, with thin comps. Proceed carefully on anything above a basic plan.

Signing, funding and the builder

Idaho is an escrow and title state, and it dry funds, so money is disbursed after signing and recording. If the home will be a homestead, both spouses must execute and acknowledge the mortgage under Idaho Code 55-1007, as updated by HB150 effective 7/1/2025. Idaho has no mortgage or transfer tax, so recording fees are the main government cost, and remote online notarization is generally available.

Your builder needs to be VA-registered with a VA builder ID, and they will be paid in stages as inspections clear each phase of the work. Ask any Idaho builder whether they have done VA work before, and look at the appraisal guide so you know how comps get chosen before you pick a lot.

Idaho VA OTC questions

Should I build near Mountain Home AFB or in the Boise metro?

It depends on your plan and price. Boise has strong new-construction comps, which makes it easier for the finished home to appraise for the full Total Acquisition Cost. Mountain Home is a small military town where comps thin out above moderate prices, so larger builds carry more appraisal risk there.

Do both spouses have to sign an Idaho mortgage on a homestead?

Yes. Under Idaho Code 55-1007, updated by HB150 effective 7/1/2025, both spouses must execute and acknowledge a mortgage on a homestead, and a married person's homestead cannot be encumbered without both. Plan for both of you to sign at closing.

Is Coeur d'Alene a good fit for a VA construction loan?

It can be challenging. North Idaho is expensive and resort-influenced, though growing. Resort pricing can push land costs up without producing enough comparable primary-home sales. Have a lender or appraiser review comp support near your lot before you commit.
